Use DISM utility to install
After installation, run these commands in PowerShell as administrator:
Set-WinSystemLocale en-us
Set-WinUserLanguageList en-us -Force
Set-WinUILanguageOverride -Language en-us
Reboot your computer, and then you will be able to choose English UI in Windows Settings.
You can also try to install other language packs, but after installation I was unable to choose any other UI language but English[/quotemsg]
 
You'll need to get the en-us linguistic package from a clean source (not sure about the one given in comment). IDK if it can be extracted from  the US Win 10 ISO.
 
How does this Chinese version works with win update?
 
If you're still stuck, perhaps should try to create your custom layout.
